The College Council is composed of the Dean as Chair, the Vice Dean, Heads of Departments within the College, a representative of the Teachers’ Union selected from among the full-time faculty members of the College, and representatives of the College Student Union. Heads of departments from other colleges may attend Council meetings when matters related to their departmental competencies are under consideration. The Dean appoints the Secretary of the Council from among the College administrators. The Council convenes at least once a month or whenever necessary, upon invitation by the Dean, by half of its members, or at the request of the University Council or its President. In all cases, the agenda must be prepared in writing at least three days prior to the meeting date. A meeting shall be considered valid only if at least half of the members are present. If quorum is not met, another meeting shall be scheduled one week later, at which point the meeting shall be deemed legal regardless of the number of attendees. Council decisions are issued by a majority vote of the members present and shall enter into force unless objected to by the President of the University within fifteen (15) days from the date of receipt. In case of objection, the decision is returned to the College Council along with the President’s remarks for reconsideration. The University Council may approve, amend, or annul the decision, and its decision shall be final. During the summer recess, the Dean may delegate some of his/her powers, provided that all decisions and recommendations issued during that period are presented at the first meeting following the recess. The number of faculty members
